Since Crate cars are under powered, especialy older cars that were designed to have 600 + HP, shouldn't they run less rear percentage?
What changes would be needed to the lift bar because of this?

Do what works for you.
In most cases less rear % is ok.
If you're not spinning your tires then move the weight forward and let the front tires do a little more work cornering the car. With less rear you may need less wedge. You can move weight forward to 50% as long as straightaway speed doesn't suffer.
Since you don't have the speed of a super late model you also don't need the left side %. As the track slows many cars are over leftsided. The closer to 50/50 the more predictable the wedge, stagger, shock and spring changes become.
